In this presentation geared toward utility managers but of interest to policymakers and regulators, Glenn draws on his experience in both a very large public power system and a relatively small municipal utility to describe how energy efficiency is a proven good business practice and customer relations tool. The cost of energy efficiency programs as well as the demand and energy savings are discussed, and evaluation tools are shown using actual utility reports. In addition, an ethical case is presented on why the incumbent electric utility has an obligation to provide aggressive energy efficiency programs.

About Glenn Cannon
Glenn Cannon spent the last seventeen years of his 30-year career in public power as general manager of Waverly Light and Power. He began his career in public power with Santee Cooper in South Carolina, following graduation from Clemson University and six years of service in the U.S. Navy as a naval aviator. He served ten years on the American Public Power Association (APPA) Board of Directors, with four years as an officer, including Board Chair. He has also served several years on the Board of Directors for Public Power, Inc., APPA’s subsidiary working with Hometown Connections.
Cannon has been a champion for innovation, energy efficiency, and renewable energy in public power. He is an eight-time winner of APPA’s DEED Energy Innovator Award and was the first recipient of the DEED ACE Award. Cannon has received numerous state and national awards, including the Wind Power Pioneer Award from the United States Department of Energy, the Paul Rappaport Renewable Energy and Energy Efficiency Award from the National Renewable Energy Laboratory, the Iowa Energy Leadership Award, the Sierra Club’s Public Service Award, the American Wind Energy Association’s Utility Leadership Award, and the National Award for Environmental Sustainability from RENEW America. He was awarded the James D. Donovan Individual Achievement Award from APPA in 2001.
Cannon has also served on the boards of Trees Forever and the Utility Wind Integration Group (UWIG). He served as co-chair of APPA’s Task Force on Public Power in the 21st Century and currently serves on the Leadership Group of the Joint United States Environmental Protection Agency and Department of Energy’s Energy Efficiency Action Plan. In 2006, Cannon earned APPA’s Alex Radin Distinguished Service Award, the Association’s highest honor. Cannon has earned five patents on soybean oil and vegetable oil based transformer dielectric fluids. Cannon is presently consulting on energy-related issues.
