ICLEI-Local Governments for Sustainability USA, the U.S. Green Building Council, and the Center for American Progress came together to initiate the development of the STAR Community Index in response to growing interest from their member organizations and the communities they serve.

Collaborative Development

These founding partners will co-lead the development and implementation of STAR and any subsequent updates. They will establish program goals and objectives, produce a strategic development and implementation plan, raise funds to accomplish goals, and facilitate a stakeholder engagement process. 

Program Management

STAR will be a program of ICLEI, which is accountable for the overall success of the program. ICLEI will:

• Manage the development and implementation process.
• Administer the program and manage the certification process.
• Establish a financially sustainable business model for the program.
• Provide tools and resources to support adoption of STAR by local governments.
